I agree with that. Since FF and MGS were anounced at the same time, I am expecting there to be A level pack for FF.
But this has nothing to do with water I suppose.
I believe the water will have some sort of tutorial level to go with it.

Yes, tutorials are more likely. FF is taking its time to release
